An expert in both management consulting and financial intuitions consulting, Dr. Barlay has over 25 years of multinational experience, covering organizational development, international operations of global banks and the creation of linkages with local firms, across multiple sectors, (public/NGO/nonprofit/faith-based) and private corporations, and evidence from the Commercial Banking/Financial Institutions industry expertise. Dr. Barlay possesses relevant experience in private sector/small business development and market linkages, through extensive executive experience working in Europe, the Middle East, Africa, and the US, with global banks such as Citibank. He has a strong conviction that a nation’s economy is unable to function without the many forms of bank services. As an expert international banker and accredited development specialist, Dr. Barlay energized banks/bankers and public institutions to be aware of their position in society, and empower small and medium-size entrepreneurs on issues of lending/microfinance, payment services/international trade exchange, anti-corruption, public-private partnerships, including accountability and transparency, to achieve UN Millennium Goals and extreme poverty reduction initiates in developing countries. He is former Vice President of Citibank and Senior Lecturer at Citibank Training Institute for Europe, the Middle East and Africa, based in Athens, Greece. He has Doctorate, MBA and Bachelors degrees from US/UK Universities with diplomas from Harvard University in Advanced Management and Public Sector Negotiation.
In the recent past, Dr. Barlay successfully facilitated Executive Leadership Skills Development workshops for leaders in Banks, Government Civil Society and Faith-Based Institutions in Nigeria and Liberia. About 95% of participants have confirmed the dearth of leadership skills is the root cause of poverty in Africa.
Dr. Barlay is the author of a UNDP-sponsored proposal for the Government of Liberia -Future Search Liberia Project. The aim is to right-size the bloated Civil Service workforce, correctly, and to retrain the displaced, to secure alternate careers in the private sector or self-employment. He also is the author of Grant-Funded Programs, entitled “Liberian Women in Business and National Leadership” and the “Rising Stars Program of Liberia”–Developing young people for a future of success and excellence.

Mrs. Janet Z. Mbene
Economist, Finance, International Trade, Regional Integration and Small and Medium-size Enterprises (SME) Development.
Mrs. Mbene's major competencies include strategic planning and project development/implementation, management of development programs, as well as integration of national and regional organizations involved in both formal and informal sectors; including those rural areas targeting women and youth for growth, efficiency and competitiveness. She is highly proficient in aiding small and medium organizations in efficient promotion of business/services, assisting businesses in their capacity to understand national policies, the global trade agreements and regional integration bodies to which African countries are affiliated--as well as opportunities available to them under such arrangements. Of current interest are issues of the WTO, AGOA, EPAs and NEPAD as well the SADC and East African Cooperation arrangements.
Mrs. Mbene has Bachelors and Masters Degrees in Economics, including Agricultural Economics, and Public Finance; Advanced Diplomas in Banking, Agricultural Marketing and SME Development.
